Here is one one of the big reasons why the buildout of the internet in Europe is starting to accelerate. European courtries need connectivity to each other.

ISPs in Europe still have better connectivity to the U.S. than
to other countries. "We did some testing to see where it would
be best to place our Web site if users were accessing it from
France, Germany, the U.K., or Spain," says Steve Heibein, vice
president for technology for WashingtonPost.Newsweek Interactive, a wholly owned subsidiary of the Washington Post Co. (Washington, D.C.). "We found performance was better, sometimes by as much as a factor of two, if the site was situated in the U.S. and not in Europe." And Heibein was only one of several of the network architects interviewed for this story who arrived at the same conclusion.
