Neocon,

As someone who has read all of Newt Gingrich's books,
I feel that I can answer that question. Actually, Newt
was an "Army brat" who grew up in post war France. It
had a large impact upon his political outlook. His
respect for FDR grew out of not his handling of WWII,
but rather it was because during the Great Depression,
the country was faced with a growing tide of Socialism
and Communism. FDR chose not to take the easy road of
building socialism in America, but rather, he created the
"New Deal" and its moderate approach to solving terrible
economic problems facing America.
