IBIP will allow snail-mail customers to download postage through the Internet by printing a two-dimensional bar code on their piece of mail. Cylink's public-key infrastructure (PKI) will undergird the identity and security of users. According to the U.S. Postal Service, about 37 percent of all mail is posted through metering devices, representing $21 billion in revenue for the post office. However, the Postal Service also estimates that its annual losses due to counterfeiting and tampering with postage metering devices exceeds $100 million, based on cases that it investigates and prosecutes.
