This stock looks like a screaming buy based on float, cap, p/e, etc. Do you know why the price is so low?

I still have concerns about TWFC's earnings over the next quarter. From what I've read, they are still making the chg in accounting that others in the industry have already done. Therefore, my limited research tells me that their earnings are still to be hit this year. But I'm not sure if the market price has already factored this in.
