Is there a way to unlock this drive without reloading the OS?

Security permissions in NT is an area I have avoided like the plague. If you don't have a backup image a la Drive Image or Ghost then
I can only refer you on to sources more knowledgeable than I. You really have to have some sort of backup imaging strategy in place before committing to any such radical maneuvers.

If your copy of NT is retail than Microsofts free on-line support requests form is definitely worth a shot. OEM copies aren't supported. I was very impressed with them on an Outlook Express problem I was having.

Also try the Dream Machine thread here on SI. There are some really high quality regulars there who could surely help.

Sorry I couldn't help more..
