Unlike to your home I'd expect that in most cases the right-of-ways are already in place wherever cable is currently available. However it might be true that they need to find places to locate equiptment in the field for the fiber-coax junction nodes. I wonder if those end up on utilty poles.

I would like to believe that infighting among different factions within the MSO are not slowing out the rollout, but knowing people (and Cable people especially) I bet that is a pretty significant thing. As you said, "cable guys" are pretty low tech on average.

I also suspect that there is a lot of engineering and planning required in architecting every detail of the upgrades. Some things just cant be rushed no matter how much $ you throw at it.
