Passage of any legislation applies only to the US and should not legally affect SNMM as a company chartered in the US with investment banking ties. It could affect US customers wagering activity initially and perception of a decline in wagering activity could spook shareholders as it always has when Kyl is mentioned. Starnet as a House does not accept wagers from North America, however, their licensees (all foreign) in most cases do. The run-up to $25 is probably justified and I expect the stock to continue outperforming the market. SNMM will be entering it's most successful quarter ever in October as the many new web sites online capture the sports betting and proposed horse racing traffic. I suspect SNMM will present itself as a good four to five year play! Anything else you'd like to know? BTW, a new listing on NASDAQ will mean much broader exposure and enable marginability of the stock. Also, SNMM is not as yet trading as a "dot com".
