There's that phrase again.......how do you know about the "favorable" terms? Why don't you share them with us.

If they had the manpower why did riley "sit on their shovels for a month"? Sacrificing one contract for another it is not a "surge" it is a replacement.

A lot of questions loom about this contract with T. The fact that no terms were released is because this contract initially is small with the HOPES of developing into something much larger.
