eh,hem....It refers indirectly to the mother of a particular kind of man. It refers to a woman who would behave as a female dog in heat, going from man to man with no regard for the resulting offspring. When the pups are produced there is no male role model who commits to their guidance until they are grown to the point of handling adult responsibility.

When a man is called an SOB it is not usually a specific comment about his mother since the name caller doesn't typically know which female is referenced. It is merely a comment about the behavior or character of the man. His behavior or character is representative of someone who behaves as though he had no responsible guidance in his upbringing: Which accounts for his assanine behavior. Bill Clinton, for example.
