You could look at Francoise's name and guess where he's from, or you could go to www.candw.ky and search for his name in the phone book. That KY is Cayman Islands, not Kentucky, BTW. Yes, Francoise is apparently holed up in his lil offshore land of exile, where he's free to break any number of SEC rules on any given day, in between checking the ever rising balance of his offshore accounts, as the wire transfers just keep comin. Free to break the rules, that is as long as he never plans to visit the land of the free again. Or anywhere where they have extradition. Mr. Burns
