Cheryl, i have taken note of the new circuit breaker rules and was happy to see that they allow for some latitude in the case of a mean decline. i was of the opinion that the old rules stopped trading too quickly and were likely to exacerbate a panic rather than calm it, as people tend to get even more nervous when they know they can not trade. it is interesting to know that at least someone seems to think that one-day declines of the magnitude described could possibly happen at some point. regards, hb
