Ballard Power Systems is forming the California Fuel Cell Partnership - Driving for the Future. Under this unique collaboration between automobile manufacturers (DaimlerChrysler and Ford Motor Company), energy providers (ARCO, Shell, and Texaco), the State of California, and Ballard Power Systems, vehicles using Ballard fuel cells will be demonstrated and tested in real-life operating conditions.
The California Fuel Cell Partnership will place about 50 fuel cell vehicles on the road between 2000 and 2003. Ford and DaimlerChrysler will each initially provide five fuel cell powered passenger cars by 2001. The partnership will work with California transit agencies to test approximately 25 buses. The vehicles will use Ballard fuel cells and will be powered with engines and electric drives developed by Ballard's alliance partners, dbb fuel cell engines inc. (dbb) and Ecostar Electric Drive Systems (Ecostar). dbb and Ecostar are part of a global alliance formed between Ballard, DaimlerChrysler, and Ford to commercialize fuel cell drive trains for cars, buses and trucks.
An important aspect of this partnership is that it moves fuel cells out of the lab and into demonstration vehicles for testing on public streets. By involving three leading fuel providers, the collaboration will also address the larger issue of fuel selection and infrastructure requirements in preparation for commercial market introduction.
Through the California Fuel Cell Partnership, industry participants, the State of California, its citizens, and Ballard will gain insight into the real-life operation of this groundbreaking technology in cars and buses. Similar to Ballard and dbb's current bus demonstration programs operating in Chicago and Vancouver, experience from the California Partnership's demonstration programs will assist in preparing for the successful market introduction of fuel cell vehicles that may be fuelled by alternative fuels such as hydrogen or methanol.

The National Post reports in its Friday edition that Broken Hill Proprietary Co. Ltd.'s withdrawal from Shell Canada Ltd.'s proposed oil sands project has forced the Canadian company to ramp up talks with potential new partners for the huge development. The move had been anticipated for several months. Shell Canada had already started discussions with other companies that could take its place in the Muskeg River Development, which would be located in the oil-rich Athabasca oil sands region of northeastern Alberta. Australian resource conglomerate BHP confirmed on Wednesday it would not participate in Calgary-based Shell Canada's $3.4-billion Alberta oil sands mining, bitumen extraction and synthetic crude operation after the current feasibility study. BHP, which signed on to the project in 1997, is paying 25 per cent of the costs in a $100-million feasibility study. It had been reviewing its slate of international assets under Paul Anderson, its new chief executive and managing director. Shell said it is in discussions with "a large handful" of potential partners, but declined to identify them.

The Globe and Mail reports in its Friday edition that Shell Canada Inc. is quietly shedding its conventional oil assets, putting up for sale properties that produce 15,000 barrels of crude a day. Analysts estimate the sale of this business unit - which includes a natural gas plant with 40 million cubic feet of daily sales -- is worth approximately $400-million. The Calgary-based company, which operates at arm's length from Anglo-Dutch giant Royal Dutch/Shell Group, informed employees and analysts last week but did not put out a press release. Shell said it decided to shed its conventional assets after ranking its priorities, including East Coast gas developments such as the massive Sable Offshore Energy Project, oil sands mining and the Alberta Foothills region sour gas business. Analysts say possible buyers for the assets, which are all over 75 per cent oil, could include Canadian Occidental Petroleum Ltd. and Talisman Energy Inc., both of Calgary. Oil properties might be expected to fetch more these days given crude prices have risen 40 per cent since early March.

*** POWERFUL BASHERS GAINING POWER ON SI? PLEASE READ! ***

*** Will SI Members threaten to demand refunds in what has become a rapidly
degenerating posting board? Spamming on threads is driving many public posters
away and angering many! Some stock threads have gone silent. Why is SI
tolerating this behavior? Will class actions lawsuits really begin?

Read on.

HAVE YOU HEARD OF THEM? The most aggressive seem to be JANICE SHELL and
GRAYSTONE, but others include KASHA, POET, 246810, JEFFREY S. MITCHELL, MR.
FORTHRIGHT, MARCOS, CATLADY, and others. Most appear together on the above
thread and on many other threads on SI.
(also see the threads: TAKING IT IN THE SHORTS, FBN, FBNA, THREAD MORONS,
DEATH THREAT THREAD, JANICE SHELL FOR PRESIDENT, or any of the stock
threads they have invaded, namely CYGS, the most recent. Good place to start:

If you are not aware, this is a group of people that go from thread to thread
claiming to have NO VESTED INTEREST in a stock, but always attempt to spread
fear and doubt without any conclusive proof. They spend hundreds of hours a week
occupying threads that they have no vested interest in (or so they say). They, like
the infamous Stock Detective, who some feel are one and the same, have targeted
5-10 companies recently that are obviously no where near the worst companies they
could have found. Even Janice Shell, who seems to be the ringleader, admits (see
below) that a couple of these stocks are not worthy of their wrath..so why did they
go after them and bash? Read on.

HOW DOES THIS GROUP OPERATE?
They always pick stocks that have had a large run up. Then they take turns
attacking stock threads, so as not to exceed the 20 post per day limit that SI has. But
they spend hours and days, even weeks on certain threads attacking, but always
claim they have no vested interest in that stock! It is almost beyond bizarre. They
attempt to wear people out and so frustrate them that the thread soon bears no
resemblance to the peaceful place it once was. Instead it becomes a angry,
frustrating place where information on the company takes a back seat to personal
attacks. So what is their motive for doing what they do?

THEY CLAIM THEY ARE "HELPING EXPOSE HYPESTERS". NO WAY. HERE'S WHY
They always maintain that they are exposing people who hype stocks, yet they
always seem to come onto stock threads whose stocks have run up big (usually
500-1000% or more). Do you see the fallacy of this claim? If they were truly trying to
protect others "from being taken" by hypesters and pump artists would they not
come into the stock thread BEFORE the stock has a chance to run and before
smaller investors jumped on the bandwagon?

Because, isn't it usually the small investor buys near the highs, and the hypester at
the lows?
Should they not attack these threads before these stocks run up? The hypester, if
one existed in the first place, has already made "his or her "killing" in the stock
they target. No, it is the small investor they hurt most often. That is why there is
some much anger directed at them. In fact on the DEATH THREATS thread they
claim that many people have threatened their lives.

Death Threats against them? If true, this is sad and troubling. It makes you wonder
why people even stick around SI anymore. The climate has turned ugly. If you are
lucky enough to have a stock that runs up, you are likely to be paid a visit soon by
some members of this "group".

Let's take a real example that started occurring this past weekend. They invaded
the CYGS stock thread.
If their real intent was to protect innocent investors from hypesters, why did they let
CYGS run up from 30 cents to over $2.00 before saying anything? And why don't
they offer real proof if they honestly believe it is a scam? They never offer real
proof..never conclusive proof. That is what angers people.
The modus operandi is to just plain WEAR PEOPLE OUT AND SCARE AWAY NEW
POTENTIAL INVESTORS. It is clear as day.

In the past they have come onto threads suddenly, usually 1-2 come in together,
then maybe someone different comes in, while the first 2 leave for awhile. They
have hit, among others, DGIV, INFE, SGNC, and now, over the weekend, they have
hit CYGS. They are good at what they do and many are afraid to fight them because
they launch personal attacks when you do. Many people avoid confrontation. They
seem to love it. They never give up. Too bad they don't apply those traits more
positively to fight real scam stocks, real hypesters, real bashers, and those Market
Markets who scam the public. We would all benefit.

**** BUT THE REAL QUESTION IS:
WHY DO THEY SPEND SO MANY 100's OF HOURS EACH WEEK ATTACKING STOCK
THREADS AND BASHING IF THEY HAVE NO VESTED INTERST, AS THEY CLAIM??

Don't most of us enjoy posting about stocks we like?

Don't most of us think there is something wrong about bashing stocks that other
people have a vested interest in? Especially when they have no real proof. At the
very least is it not in bad taste? And if they have to say something, are there not
nicer ways to post dissenting views and questions?

So, what is their real motive, many have ask?

Why do they rarely spend ANY time (that's right virtually 0%) being positive about a
stock THEY own?

Why do they spend virtually 100% (yes, 100%) of their time on stock threads
attacking, when they don't have any vested interest in that stock? At the very least is
it not odd behavior? Here are some theories posed:

ARE THEY REALLY BUYING AT THE LOW AND THEN SELLING AND SHORTING?
Since everyone has a motive, some think they are quietly buying a stock on the way
up, and they when they decide it is high enough, they all sell and plot to sink it. I
don't know, but it fits the profile of why they rarely say nice things publicly about a
stock and why they have a fair amount of knowledge, enough to sound somewhat
credible. Obviously they can't promote the stock they later intend on shorting. It
would also explain why they never attack the stock until it has run up a lot. I t also
explains why they don't go after real scam stocks. It would be altruistic but would
not make them much money..
Honestly, I am speculating only and I have no conclusive proof, but since that does
not stop them, and since this post will hopefully help the small investor..I march
on...

ARE THEY BEING PAID TO INVADE THREADS?
No one has proof of that, but again it fits the profile. Market makers made lots of
money Tuesday on CYGS playing games with the bid/ask. It was largely helped by
them.

ARE THEY REALLY TRYING TO PROTECT THE SMALL INVESTOR FROM
HYPESTERS?
Again, if they were, they would warn people sooner with actual proof that a stock
was a scam. Instead they only anger people who have lost a lot of hard earned
money. Innuendo and controversy, after all, can keep potential investors away from
a stock. It is akin to a person being accused of a crime they are innocent of. Often
many still remember the arrest and assume guilt.

ARE THEY PERHAPS JUST ON A "POWER TRIP" AND WANT TO SHOW HOW THEY
CAN TANK A STOCK WITH MERE WORDS? IS THIS WHY THEY WAIT UNTIL A STOCK
HAS RUN-UP
(i.e because they feel it may be easier to tank?) Is ego really the whole reason or
because it is FUN?

HERE IS WHY JANICE SHELL SAYS SHE DOES IT? (from a question I posed to her on
the Bashers:post them here" thread.)

" Janice.... you've never said what you objectives are or if you are paid
to post on SI."

" Get real. I don't know HOW MANY TIMES I've said I'm not in the pay of anyone.
Hundreds, literally. All this hirelings-of-the-evil-MMs stuff is nonsense. Just another

YEP FOLKS, SHE FINDS IT INTERESTING AND FUN! CAN YOU BELIEVE IT?
She finds it interesting and fun, despite the anger and hostility and death threats?
Despite the fact that because of them stocks have tanked and cost investors
millions?

WHAT ARE SOME STOCKS THEY HAVE TARGETED FOR ATTACK?
Let's look at some of the stocks Janice Shell has targeted with some of her friends:
DGIV, INFE, ICVI (now MTEI), SGNC, and now CYGS

ARE THESE THE 5 WORST COMPANIES THEY COULD FIND TO BASH?

NO, EVEN JANICE SAYS THEY ARE NOT BAD, SO WHY DID SHE AND OTHER BASH

and SGNC recently received funding from the pristigous Battelle Institute but that
did not stop them from bashing (see news). INFE has some of the most intelligent,
loyal people I have ever seen; ditto CYGS. In each case, long term investors of
these stocks have paid their own money to fly down to meet company officials and
do first class DD.

So, the question is: WHY DID THEY NOT FIND REAL SCAM COMPANIES TO EXPOSE?

WHY AM I POSTING THIS?
I am so tired on not being able to share ideas and thoughts anymore. SI has
become a place where PM's are the only safe way to communicate ideas (and some
think SI is selling PM information to Market Makers). If you are lucky enough to get
a stock that goes up significantly, now you know that sooner or later it will become
a target of this group or the Stock Detective may hammer it down.

WHAT IS SI's POSITION REGARDING THIS GROUP?
SI has received many PM's and emails about this group. Why do they condone their
behavior? Are these bashers being protected by SI when they are clearly violating
the spirit and original intent of SI? Are they not spamming threads through
pre-planned group activity? Are they not clearly trying to incite people with
personal attacks? When their entire existence on stock threads is nearly always
100% negative, never positive, is this not the worst type of spamming ever?

So far SI has allowed this!

REASON FOR SI AND US TO ACT"

** People are afraid to post publicly on SI anymore. MM's and others monitor the
threads

** Investors may start DEMANDING their lifetime fee be refunded to them unless SI
does something.

** SI has become a much less friendly place..a peaceful thread becomes a
nightmare...just take a look at CYGS over the last 3-4 days. See certain names
popping up over and over? Get the idea?

** Class Action lawsuits may be starting against SI, this group, and others.

** SI has started to get a horrible reputation as a place where it is not safe or wise
to post on.

** This group and others are bringing out horrible behavior in people...what a black
mark for SI!

CONCLUSION: WHY THIS GROUP OF INDIVIDUALS IS NOT TO BE TRUSTED

** They ALWAYS come into stocks when they have already run up big, just like
shorters do.

** They never freely say what their motives are

** They ALWAYS claim to have no vested interest in stocks they attack, but spend
100's of collective hours monitoring every post and drafting negative spins. They are
relentless.

** They spend nearly 100% of stock threads being negative, and almost 0% of their
time being positive and promoting stocks they love.

** I would love to see them expose REAL SCAM STOCKS and HYPESTERS by name
on a separate thread, by they refuse.

WHY AM I DOING THIS?
Simple.It is hard enough to make money on stocks on the BB: OTC without extra
garbage thrown from people like this. It is spamming and bashing of the worst kind.
It is creating hostility. It is causing people to lose money. And eventually it may
prevent people from joining SI or even wanting to post anymore!

YES, SI...they may cost you real business!

I am also doing this because I am stupid. I will be attacked like mad by them (oh
well) and maybe even sanctioned by SI.

If I am, you will know where SI stands and what they have become.

LET ME SHARE WITH YOU ONE LAST POST THAT I THINK SUMS UP HOW 100's,

Graystone - This is my final post to you so a response is not asked for and would not
be responded to, by me. I was told many months ago by a friend of the company
that a cash rich / technology poor company was a possible merger or joint venture
candidate. I was not hyping, I was relaying items that I heard were possibly in the
works.

I hope the company does well and finds suitable candidates for mutual sharing of
their diverse technologies. I also hope that between these companies, a cure can
be found for my diabetic condition which is running out of control.

I find you and your friends rather distasteful by the way they invaded this thread,
which thread was nice and relaxed, with no hype going on at all before you and
the other bashers arrived.

Dense Plasma Focus
The DPF uses a j x B force to accelerate a plasma sheath down a set of concentric electrodes. When the sheath reaches the end of the cathode/anode, an intense pinch occurs due to the curature of the field lines. High fusion reaction rates have been obtained during pulses 1011 time-averaged fusions/second.

The UI facility (named "Ziggy") has 40kJ/125kJ pulsing capability. Construction of the 250kJ advanced facility was stopped short due to lack of funding.

Interest for fusion space propulsion, neutron/proton sources, and tunable x-ray sources motivate DPF research.


Direct Energy Conversion/Nuclear Pumped Lasers
Much of the pioneering work on direct energy conversion has been done at FSL. Most notable is the subfield of Nuclear Pumped Lasers. By initiating direct excitation from nuclear collisions with neutrons directly from a reactor beamline, incredible efficiencies in lasing are the result.

With the UI advanced TRIGA research reactor, ample neutron peak neutron fluxes have yielded fantastic experiments and results. However, funding for such programs have dwindled in the past few years and NPL awaits further support.

Professor Miley was the founder of the Fusion Studies Laboratory and has been a leading scientist in many aspects of Nuclear, Plasma, Chemical, and Electrical Engineering. He was department chairperson for Nuclear Engineering at the University of Illinois and is currently editor for three reputable scientific journals.


Researcher John M. DeMora
John hails from the great metropolis of Chicago and he received his B.S. and M.S. from the University of Illinois at Urbana-Champaign. He is currently working on his Ph.D. in Nuclear Engineering in IEC research. John is a major contributor to the student branch of the American Nuclear Society.


Researcher Blair P. Bromley (adjunct)
Blair visits us from the Great White North and the Land of the Frozen Tundra. Of course, I am talking about Canada! Blair received his B.Sc. from the University of Toronto in Mechanical Engineering and his M.S. in Aeronautical and Astronautical Engineering from the University of Illinois at Urbana-Champaign. Blair has recently left the FSL to pursue other studies in Nuclear Engineering, but we still include him here because of his continual contributions to our work.


Researcher Robert A. Stubbers
Robert traveled 250 miles to study at the University of Illinois. He received his B.S. from the University of Cincinatti in Nuclear and Power Engineering and his M.S. in Nuclear Engineering from the University of Illinois. Robert is currently working on his Ph.D. in Nuclear Engineering in Plasma Physics.


Researcher Luis Chacon de la Rosa
Luis arrived in our great country three years ago from the Empire of Spain. He received his B.Sc. in Mechanical and Industrial Engineering from the Universiad de Polytechnique de Madrid and his M.S. in Nuclear Engineering from the University of Illinois. Luis is a La Caxia Fellow and has been working extensively with Los Alamos National Laboratory in conjunction with FSL on advanced IEC simulations.

Brian is also another Illinois native from the southwest suburbs of Chicago. He received his B.S. in Aeronautical and Astronautical Engineering and M.S. in Nuclear Engineering from the University of Illinois. Brian is working on efficiency improvements and enhancements to the IEC fusion neutron/proton sources for his Ph.D.


Research Assistant Michael Geline
Mike is one of our newest members to the FSL. He is an undergraduate student in Nuclear Engineering now going on his second year at the University of Illinois. Hardworking and energetic, he has added a lively spark to FSL discussions and research.


Research Assistant Jimmy Jones
Jimmy is a undergraduate student in Mechanical Engineering that is interested in space propulsion. He is currently assigned the task of investigating the IEC Jet Mode for thruster applications.


Research Assistant Jason McGhee
Jason is an undergraduate student from Nuclear Engineering who is nearing graduation. Jason is also assisting is IEC thruster and Jet Mode development.

Welcome
to the Department of Nuclear Engineering at the University of Illinois. The campus here in Urbana has an enrollment slightly higher than 36,000, nearly 7,800 of which are engineering students. Our very own Nuc E department has 55 undergraduate students and 50 graduate students.

The Nuclear Engineering department has a 1.5 MW steady state TRIGA reactor which is used to train reactor operators and also to perform irradiation experiments.

The department offers curricula leading to the M.S. and Ph.D. degrees in nuclear engineering. The M.S. program requiring 8 units of credit, including a required thesis, can be completed by a full time student in two semesters and a summer session; typically students on fellowships and half-time assistantships need an additional semester. Those who intend to continue study toward a Ph.D. must complete the qualifying exam, usually taken during the second year of study. Requirements for the Ph.D. include at least 8 units of course work beyond the M.S. At the conclusion of course work, there is a comprehensive oral exam emphasizing the students intended thesis research and examining readiness to conduct such research. Areas of research include both fission and fusion reactor engineering and technology; fusion plasma engineering; fusion-fission hybrid systems; fission reactor neutronics; shielding and radiation effects; thermal hydraulics and radiation safety; energy conversion; nuclear materials and radiation damage; reactor control and dynamics; environmental, safety, and public policy issues; fuel-cycle and waste management; and biomedical and health physics.
