One of the things you need to understand about an I.S.P. is how it actual runs behind the scenes. I speak from experience having worked at an isp for a while. A lot of time connection problems and speeds may not be directly linked to the isp itself, it may be a problem at the bandwidth provider itself (in U.S.A. this would be someone like UUnet).
