Bill Presentment Delivery Models

There are three general models for presenting bills online:

Biller direct--A company's bills are presented at a company's own Web site where consumers log on to view and pay.

Consolidators--Bills are sent to a common site that acts as an electronic mailbox. Consolidators can be either "thick" or "thin"
A "thick" consolidator requires billers to send summary (name, account
number, date due, and amount due) and detail billing information,
statement templates, and inserts. The "thin" consolidator receives
summary billing information and displays it along with other biller's
summary information. When a consumer wishes to view the
statement detail, they click on a button that hyperlinks them back to
the biller's Web site.

Invited Pull--Customers use client software that accesses a variety
of sites and downloads bills and statements to the PC. (I do not know of any companies that use this form.)

Consolidators or Aggregators of electronic bills

Checkfree web site--Checkfree, through its E-Bill offering, provides the largest collection of online bill presentments. Currently in exclusive, multi-year contracts with over 50 of the nations 100 largest billers. Can currently view bills from 21 of these.

Integrion Financial Services Network--A joint venture between several major banks, Checkfree, IBM and Visa, that represents more than 75% of US banking households, consolidates bills presented through Checkfree's E-Bill system. Says it will also present bills from Transpoint and any other third-party consolidator. Then Integrion distributes these bills for actual presentment at member institutions, such as BankOne. Integrion uses Checkfree payment services exclusively.

Transpoint--The joint venture between Microsoft, First Data Corp, and Citibank, currently allows viewing of 5 electronic bills at its web site only. Unclear how many are on the way. Transpoint's site has proven unreliable for updated information, as many listed "partner" banks are known to have dropped the system.

Banks--Currently BankOne and First Union offer bill presentment to their customers. Chase Manhattan and PNC Bank soon to be online. Presentment and payment functions are through Checkfree E-Bill and payment infrastructure.

Credit Unions--Currently Navy Federal Credit Union offers bill presentment to their customers. Eight more credit unions are in the implementation phase. Presentment and payment functions are through Checkfree E-Bill and payment infrastructure.

Brokers--Schwab, Morgan Stanley Dean Witter and Prudential Securities offer bill presentment to their customers. Presentment and payment functions are through Checkfree E-Bill and payment infrastructure.

Intuit--Through Quicken PFM software and Quicken.com website, bill presentment is offered. Presentment includes Checkfree E-Bill companies, as well as others signed by Quicken. All Intuit EBPP payment functions are through Checkfree.

The Exchange--A new consortium created by Wells Fargo, First Union and Chase Manhattan banks. Entering bill presentment aggregation market. Currently has no product or clients. Says will consolidate bill presentment from companies and distribute these to "members" of The Exchange.

Internet Portals--Only Quicken currently offering bill presentment or payment. It is rumored that Yahoo! is soon to be online using Checkfree's E-Bill presentment and payment systems. No official word yet from AOL, Excite, Lycos, or any others.

(I am not currently aware of any company that provides wide distribution of electronic bills, except for Checkfree.)
