Yes, you're talking about the Intel C/C++ compiler. It is a plug-in into the MSVC environment (or stand alone) and supports the SIMD extensions (MMX and SSE) from even C++.

I can tell you that it's in wide use, especially for development of SW that uses MMX and SSE.
