Maurice - OT - It is racially determined. If you are genetically preferred, you get all sorts of benefits, from job preferences, special funding to fish and education.

Hey, when I was last in NZ I was told that you could claim Maori rights and be counted as Maori if you felt Maori. And one of the women we met (blond hair, blue eyes) was the Maori rep for some branch of the local government (the regulations required a Maori rep). So what's the problem? Just change your name and you're set.

Clark

PS To make the situation even more ironic with the woman we met, she never attends any Maori ceremonies since women have to sit in the back and keep quiet. She thought the whole situation was a hoot. Never let it be said that Kiwi's can't laugh at themselves and their situation.
