FOR A place where many government offices have been bombed
and most of the rest have been looted, Kosovo suffers from an odd
affliction: too many governments ..><

You forgot to mention the president of Kosovo, Mr. Rugova. He is still
in Rome, the guest of the Italian Government. Since "liberation!!" of Kosovo by the NATO and KLA he has been stying in Rome and refusing to go back to Kososvo. Thaci has told him to stay away or else he will get shot. I think he has been advised by the State Department to stay out of the presnt mess, for now.

Sooner or later the Hashem Thaci and the gang will disappear from the scene, by bribe, coeorsion or strong case of lead poisioning, if they choose. There will be more moderate people to head Kosovars into reconstruction and reconcilation.

Take care,

Yaacov
