IT sounds like Peter de Jager (who wrote the article you reference), has softened his position (14 Apr 99).

Finally, at the eleventh hour there's one thing now on our side. We're no longer marching blindly into the future.
We know problems lie ahead, we're on the lookout for them, we're expecting them, and we're planning for them.

Gee, didn't see 90% or 45% of accounting systems that had to deal with the fiscal year rollover die. How do you explain?
