So where are those 300 million "missing barrels". With prices where they are at now, one would think that they would be flooding the U.S. market right now. If they are now obviously non-existent, who is supposed to declare this fact ??? Also, if this "error" affected prices to the downside so much last year, why would OPEC be real interested in increasing its quotas in September to keep oil prices lower ???
