The Vancouver Sun reports in a Southam dispatch in its Saturday edition that
Canada's securities watchdogs say their proposed governing framework for
alternative trading systems, unveiled on Friday, will result in better choice and
prices for equity investors. Reporter Bertrand Marotte says the new regulation
would give investors improved access to all types of trading systems and ensure a
more efficient, more transparent regime, according to Randee Pavalow, manager
of market regulation in the capital markets branch of the Ontario Securities
Commission. He says the intent is to provide for regulatory flexibility and to allow
the providers of services what they think their customers want. Canada's
regulators have been trying to come to grips with new electronic trading systems
that do an end-run around the traditional stock exchanges. A cohesive policy for
Canada is deemed to be important if the country is to stem the flow of securities
trading to the United States, where alternative trading is more advanced and
cheaper.
