Plenty of wind on the left coast, too. As for your list 1.-4., I would add: 5. Government subsidies to be "competitive". as alcohol from corn today. 6. Cogenerated electric power to sell back into the power grid. Lots of small 49 MW or less plants processing agricultural biomass (cuttings of all kinds) which allow the power plant to qualify for inclusion under toe PURPA law, which requires utilities to purchase the power from all qualifying facilities at avoided costs.
