Domestic production is down some 450K BPD. Consumption is up. API stocks are dropping. The US will not be without its oil. Asian demand is rising. When OPEC increases its production to keep prices from spiking too far, that oil will come over here in tankers.

The segment has been devastated. In the near term there is still a surplus off tankers, but I think that the bottom may be in. From Yahoo:

"Meanwhile, Teekay currently has a solid balance sheet, with shareholders' equity of $777 million or $25 per share at fiscal year-end. This means its stock is trading 28% below book value."
