Cisco's course of action, suggests that investments will be concentrated in the business segment. The enterprise solutions will provide the telephone and data line (VPN's) for customers, partners, suppliers and for employees, who could access intranets remotely.

This is the bulk of the traffic that today runs over the 'old world' If this happens pure telephony traffic will diminish. (Remember that fax and data would be ported to the enterprise networks).

How is going to be provided the service for users in need of telephony-only (Universal Service)?

Today universal service is supported by all telecommunications carriers that provide service between states -- including long distance companies, local telephone companies, cellular telephone companies, paging companies, and payphone providers.

We know that telephony is part of our way of life. There will still be people that would not be reached by the 'new world' network. How this public network will be financed or what it consits of?

Perhaps tehcnology runs faster than the regulators. Perhaps we need the Tlecommunications Act of 2001.
