7/1/99 was a real test and state governments passed--you can't get away from that fundamental fact.

The quiet of 7/1/99 doesn't entirely give us cause to sound the all clear.

In large bureaucracies, the intricacies of reporting mechanisms are pretty complex. It's not unusual for downstream problems to take months to be noticed.

Specific example... it took 5 years for me to solve a problem with my automobile insurance.

Besides (going out on a limb, since I've never actually worked on a budget system)... budget systems aren't mainstream operational systems I don't think. They sit off on the side & collect summaries of activity being spit out of the operational systems... and then you push the numbers around to make the answers come out whichever way you need to spin your version of "the truth."

You may be correct but it cannot be proven until some time passes.I'm surprised you would bring it up this quickly.David is right its way too early too tell.Look what happened in Montgomery County that wasn't a little egg on their faces,it was the whole damn omelette. gazette.net
