They will almost be forced into zero-based budgeting will they not?

As you say, I guess just buy them a bunch of PCs.

This matter of non-remediated, non-mission critical software may be why there is such severe constipation in the area of generating BCCPs (Business Continuity and Contingency Plans). They have so far avoided the issue of non-mission critical systems but they may not be able to sidestep that issue when they generate BCCPs.

I suppose you know that Business Continuity Preparation is _not in the current $8.3 billion budget. Koskinen is still wating for the BCCPs and what it will cost to implement them.

I can see many bureaucrats charged with producing such just holding their heads and saying ...
