Seems to me Mr. Niles is attempting as broad a definition as possible.

All sarcasm aside, if you really asked me what Mr. Niles is thinking right now, here's my guess:

He thinks he has a good handle on the earnings of Intel, in fact a better handle than other analysts. And he thinks that Intel will miss the quarter, a not uncommon event for the 2Q. Further, he's guessing that the 2H will be excellent, also a not uncommon event. So he's planning an upgrade soon after the 2Q is reported. Only problem is that the stock price has been moving up recently, reducing the probability that he'll issue his 'buy' at a low point on the stock. Yet he also thinks that he cannot afford to wait for a better price during the quarter, as the news he has is nothing but good for the 2H. So he kind of preannounces his own info, in hopes of stifling this rally. And he's rather irritated at Mr. Osha for killing his impact.
