Hmm, I come from the South (sortof) and it meant having manners and decency. I don't find anything snobbish about those attributes, though in California I often got laughed at for being polite rather than what I considered to be rude.

My dictionary defines "well-bred" as courteous and polite. "Well-born" means "born of good family." The two concepts are neither antithetical, nor homologous.
