Do you have any ideas why CIST did not inform its shareholders about the DUKE UNIVERSITY agreement soon after it was originally signed in September 1998?

Do you have any idea why CIST has not made any announcements about the following:

patents.ibm.com (5/14/99)
patents.ibm.com (10/1/98)
