"..The $1 trillion estimate depends on an firm and legally binding agreement to make almost $600 billion in unspecified cuts from current spending levels in a host of government programs, from the Defense Department to highway construction to prisons and grants to the arts. And the estimate also depends on lower interest payments that won't materialize unless spending is slashed.

Democrats and Republicans weren't able to agree on these cuts when they agreed to balance the budget a couple years ago, but they committed the next president and their successors in Congress to do the job in 2001 and 2002, right after the next election.
