those 50 states' checks were cut by states' treasurers who instructed their respective acct'g depts to only compare checks on a 5/12 of fiscal year budget comparisons. ALL 50 are just buying more time since NONE OF THE 50 states are compliant on a 12/12ths basis! but since you are a technology guy instead of a governmental fund accountant, you couldn't possibly be expected to understand something so out of your field of expertise. i'd hardly call that a 50 states screaming sucess y2k test.
