No -- where they are the victims of crime. You cited the statistics that domestic violence (or intimate violence) is about 2% of all violent crime suffered by men and twenty-some (as I recall) of violent crime suffered by women. I was making the point that this is in part because men are in positions where they are more likely than women to be the victims of violent crimes.
