Merging is an interesting question. This is a business with zero barriers to entry; anyone who can put together the equipment and some advertising can play.

Why buy another free ISP and assume all its debt when a rival can just put more into their own service?

The only value-added with XSNI is the current subscriber base. They better be "sticky" for XSNI to have any takeover value. So far, the only evidence we have is anecdotal and contradictory.

Regarding the comments about legal action, those who initiate it may find themselves on the defensive when they are called on to justify the different stories they have told XSNI shareholders.

Not to mention the complete shareholding and trading records they would have to produce in public.

And unlike American courts, British courts are quick to award legal costs to whoever they think is right.
