Generally, if it sounds to good to be true.......

While the latest BRCM chips and chipsets will have a real impact on bandwidth, it is not as simple as substituting one chip on an old board and expecting it to improve speed, let alone work. The entire architecture of the head end or cable modem must be considered when changing any component. Bus speed, protocols, I/Os, DSP signal output all must be considered. And that's just the tip of the iceberg. If you want to add new services, like VoIP, you are necessarily going to have to completely redesign the network elements. Your friend seems to be engaged in a little wishful thinking.
