Mexico City -- ICO Global Communications, the global mobile communications company, has signed
its first agreement with a Telecommunications operator for the provision of a rural telephony service.

Under the terms of the agreement, Telecomunicaciones de Mexico (TELECOMM) and ICO will
make available up to 24 million minutes of traffic during the first year, through 4,000 ICO residential
terminals.

The ICO rural service is designed to provide network extension for telecommunications operators
needing coverage in rural or remote areas. It is intended that this service will provide access to ICO's
standard voice and fax services, with data service available for applications such as remote diagnostics
and monitoring.

The ICO service will be part of the satellite service offered by TELECOMM to the rural telephony
programme of the Secretaria de Comunicaciones y Transportes de Mexico. The goal of the
programme is to provide telephone services to more than 30,000 small communities of between 100
and 500 inhabitants.

Richard Greco, ICO's Chief Executive Officer, and Telecomm Director General Carlos Mier y Teran
signed the agreement in the Mexican capital.

Mr. Miery Teran said: "Telecomm is the ICO Service Partner for Mexico and the major ICO strategic
investor in Latin America. Both companies have had a growing relationship which has led to a long
term co-operation plan and the desire to work together on a wide range of commercial projects. Rural
telephony is just one example."

Mr Greco said: "This is ICO's first agreement for the provision of rural telephony services, and a major
step forward for our business as a whole. ICO's services are ideally suited for remote and rural
communities throughout the world, and we expect to sign many more such agreements before the
launch of our commercial satellite service."

of working on satellite, cellular and PCS networks. Using their handsets, customers will be able to
roam between ICO and mobile networks around the world. If no cellular network is available, the
handset will roam to ICO's satellite network to offer customers mobility and accessibility for their
communications needs. Services will be available to a wide range of users - from people living and
working in remote rural areas to the international business traveller. In addition, ICO will offer services
to the road transport, maritime and aeronautical sectors.
