dgz,
I think they are covering themselves, trying to get the best numbers they can for planning purposes. I think it's a good idea to get the best numbers they can before the real mine planning begins.

DGZ......In terms of trying to raise outside capital to finance a mine the two 3000t bulks may not be a convincing enough model, it would probably require an underground 10000t bulk sample which is more conventional. The 40000 ton number is a bit of a stretch but that may be the minimum that you can apply for at that level, not sure.
