Actually, Burton caused the filing of a false public record with the Hammond County clerk by arranging that he not be listed as his love child's father. Burton's also a lawyer. I don't know if causing a false public record to be created is a misdemeanor, a felony, or something else. And he did lie to the people of his District, and used government money to do it! In official correspondence to his constituents, he always understated the number of children to whom he was a father by one!
