Gem quality lapis lazuli and true cobalt blue glass are very similar in color - I've got a plastic baggie of lapis cabochons right next to me, and several pieces of cobalt blue glass. The samples I was able to find on the net don't match, but that's not the point. The point is, what is there about the chemical composition of lapis lazuli that makes it blue? Lather, who is a chemist, says it's not due to the chemical composition, so it's probably due to the refractive property of the crystals.
