For whatever reason big tob settled with the states..they simply then raised the price of cigs to compensate and therein lies the reason to settle..the tob cos. by virtue of their monopoly on the product, can simply raise prices to cover the damages..and the street now has knowledge instead of uncertainty(ie. exactly the amount of damages)..this adds to stock price.
