Duckster, I was told by one of the Russel members that it was official. If they have a 300 million rule, they must have bent it or changed the criteria. There is also the Russel 3000 that includes 1000 larger cap stocks. Could a $300 million guideline apply there instead? We should hear soon via other channels, and perhaps with more detail. Somewhere around 2 years ago a friend brought me a 3 ring binder acquired at a Russel seminar with guidelines and descriptions of the various indexes. I glanced through and returned it at that time. I may have read such criteria but don't remember.
