I dont know of any previous involvement but this announcement means that your company is now an IBM business partner, basically a reseller of the IBM products mentioned in the release. They buy at a discount from IBM, have a "franchise" within which to resell, and make a profit on the spread. Having this relationship also broadens their offerings and makes them more of a "full service" ISP which assists in closing deals with the Chinese governments. So it is not going to hurt at all but it may be more of a long term issue not some immediate catalyst.
