Steve or anyone--Here's a level II question

I was watching LevII action on CMGI today and it looked like this

Bid: Offer:
LEHM 121 100 ISLD 119 13/16 100
ISLD 119 3/4 200 NEED 119 13/16 200
MASH 119 3/4 1000 USCT 119 7/8 1000
BRUT 119 11/16 200 MASH 119 15/16 500

And the inside market was listed as 2x1, 3/4 x 3/16, ignoring the LEHM order, which had been there since 9:28. Problem is, is this a crossed market? Is this a mistake? It looks like it, but I wanted to see what your imput is. Thanks.
