Is there any reason why Qualcomm could/would not license EPOC

What applications are there that run on EPOC but not Palm?

Palm owns 75% of the US market with several thousand applications ready to be downloaded from the web.

The remaining 25% could be seriously looking at WinCE handhelds with MS Excel, Powerpoint and Word.

License EPOC--I don't know how receptive the owners of Symbian might be. Q's growth and any strength in Europe would be a threat to their interest. I saw a thread somewhere about a month ago that claimed that there would be an alternate operating system option for certain PDQ customers.
