Always? not at all. Registering 144 stock for many/most people is normal and to NOT do so is frankly, quite negligent... for MOST people.

Certain people want to avoid registering: Divorce situations, hidden assets, people in the midst of lawsuits with them as defendant etc.

Not to mention that the list you presented is OLD stuff. Already factored into the market to any extent that these people actually sold out for cash. Show up with a top member of mgmt who is selling 30% or more of his position, without any good explanation today, and THAT would be a bad sign.
