I don't think you can generalize that easily, though I'd
agree that most of the states I know of work the way you
said. However, I have in the past ended up paying
capital gains in THREE different states on exactly the
same gains. Ugh.

It wasn't a typical situation (it involved
an installment sale, for instance), but the point is that
unless you know specifically about the particular states
involved, it's unsafe to generalize. You have to check
the specific laws covering the specific situations
in each state.
