There are many, many image compression patents out there. It looks like the Ampex patent covers a type of image compression that produces a fixed bit-rate output -- which is what you need for tape recording (but do not need or want for many other types of systems)!! Variable bit rate encoding works much better in packet transmission systems and for maximizing the compression at a particular level of picture quality, which is what you want on a hard-disk based system.
