WAVE ADDED TO THE RUSSELL 2000® AND RUSSELL 3000® US EQUITY INDEXES

Lee, Mass., July 9, 1999 Wave Systems Corp. (Nasdaq:WAVX) has been added to the Russell 2000® and Russell 3000® US equity indexes, produced by the Frank Russell Company (russell.com), effective with the reconstitution of the index which was made public on their web site on July 8, 1999. The indexes are market cap-weighted (as of May 31st of each year) and include only common stocks domiciled in the US and its territories. All indexes are subsets of the Russell 3000® Index, which represents approximately 98% of the investable US equity market.

The Russell 3000® Index measures the performance of the 3,000 largest US companies based on total market capitalization, which represents approximately 98% of the investable US equity market. As of the latest reconstitution, the average market capitalization was approximately $4.4 billion; the median market capitalization was approximately $701.7 million. The index had a total market capitalization range of approximately $407.2 billion to $178.2 million.

Russell 2000® Index measures the performance of the 2,000 smallest companies in the Russell 3000 Index, which represents approximately 8% of the total market capitalization of the Russell 3000 Index. As of the latest reconstitution, the average market capitalization was approximately $526.4 million; the median market capitalization was approximately $428.0 million. The largest company in the index had an approximate market capitalization of $1,349.8 million.
