Some of the southern counties put Chicago to shame in the crooked department. However it's power more than money in the southern counties.

Glad to hear Virginia is a clean state. Washington is fairly well known for being squeaky clean, both in politics and in the judiciary. Our judges recuse themselves at the very slightest hint of need. And our political system is governed by an appearance of fairness doctrine; no need to prove unfairness, an appearance of unfairness is sufficient to disqualify a judge or quasi-judge (such as county commissioner acting quasi-judicially on, for example, a permit application).
