The impression I get from reading affinity.witcapital.com is that Engage will set aside a specific number of shares for the CMGI shareholders and, based on the response to the program, may allocate small amounts of shares (25 or 50 per person a la EELN @ e*trade) or possibly none to some participants. My interpretation is that Wit will have their own allocation to dole out completely separate from the program shares hence your 2 open orders.
