Sounds like he is saying: "Our energy industry is too inefficient to survive on it's own so let me control it and give me IMF money." At the same time he appears to be saying that his department is doing a poor job. Yes, the Russian government has a long history of teaching industries how to be efficient. That's why their industrial base is so strong now, and why western countries are flocking to invest in the Russian energy sector, right? Nationalizing the energy companies on the horizon?
