Actually, Amin makes "sense" in the context of Ugandan history and politics, which I could simplify by pointing out that when the European nations colonized Africa, the boundaries were not drawn along ethnic lines. Uganda was fragmented, ethnically and politically, and Amin consolidated his power by taking over the army, and manipulated the factions to keep them divided. He killed everyone he perceived as a threat, and there was no one he didn't perceive, correctly, as a threat.
